This is a great idea! We have a similar request to make Rules global: Global Rules would rule! Create a library for Rules but I understand your request is to link rules to global fields so you can re-use them accross the Organization when you add a specific global field that already include rules.
I’ll keep you updated as soon as I have any news about this feature or something similar
