I’m trying to setup a rule that will notify me when a section is empty on my asana board
Can any one help me???

As far as I know you cannot have a rule trigger for empty sections.
@Phil_Seeman is this possible in Flowsana maybe?

No, not possible in Flowsana, sorry. I’m not aware of any solution for this.
