Yeah this is annoying. Ran into the same issue a few times.
What I ended up doing was expanding the code block manually before copying. Not ideal but at least it grabs everything. The copy button definitely should pull the full content though, collapsed or not.
Makes sense as a feature request. Hope they fix it.
