Change the order in which subtasks are generated by rules?

Actually, that feature was documented incorrectly then subsequently corrected to:

(Starter) Reorder rules: Reorder rules in the customize menu to match the order displayed with your actual workflows.

There was no change to affect rule execution order, which remains unpredictable.

The approach you’re following in your linked post is the workaround, or a simpler approach with Sections or custom task types instead of the custom field as the gating factor.
