I would like to create a list that a client can then take as a template and use as their own. If I invite the client (guest) to the list, can they then duplicate it and use it on their own account?

No, Asana doesn’t provide a way to transfer data between accounts/workspaces, other than exporting/importing which has limitations. There is a widely-used third-party tool which can do it: https://ditto.kothar.net/
