Can free accounts interact with Projects belonging to Division Plans?

Our organization is setup as a Division Plan.

If we want someone to have comment-only access for a Project belonging to the Division Plan do they need a licensed seat?

Can free user plans interact with paid Division Plans on a comment-only basis?
