Appeal to top layer of organization

About the way to appeal to the top layer of an organization,
Initially, it may seem convenient or even through early adoption by early adopters, when the overall deployment does not go well, it is necessary to approach the top layer.
Approaching the top layer is easier if the top is an early adopter, but since they are still the top layer and responsible for significant business, it is not easy to succeed.
