API can't be used to update time tracking entries while using a Service Account

I am trying to update a time tracking entry “billable/not billable” flag, using a Service Account token, and the error is
Time tracking entry's resource must be creator or creator's submitter.

This feels like a bug, a Service Account should allow for anything
