Add a filter in projects to view every comment left by a specific user.

We need the ability to filter the Project Task List by Comment Author. Specifically, the filter should allow us to quickly view all tasks within a single project board that contain comments left by a particular user.

This functionality is essential for evaluating contractor activity, performance, and contribution history within an assigned project, offering clearer oversight than manually searching individual tasks.
